SECTION 5 STATEMENT
The Commission has two general categories of records:
- Claim Determination Documents
- Internal Documents
Under the Illinois Torture Inquiry and Relief Commission Act, only those claims that have been resolved are subject to FOIA. (See 775 ICLS 40/45(e), providing that "All records of the Commission shall be confidential until the proceedings before the Commission are concluded and a final decision has been made by the Commission.") All Claim Determinations are posted on the website under the "TIRC Decisions" tab to the left.
Open session meetings are open to the public. All meetings are audio recorded. TIRC's procedures and limitations on Remote Commissioner Attendance, Public Participation, and Audience Recording and Photographing may be found at TIRC Open Meeting Act Procedures, and in Administrative Rule 2 Ill. Admin. 3500.310 .
Because the Illinois Torture Inquiry and Relief Commission is administratively supported by the Illinois Human Rights Commission (HRC), its annual report appears inside HRC's annual report.
